The Enugu State Electricity Regulatory Commission (EERC) has ordered MainPower Electricity Distribution Company to refund more than 20,000 customers who were overbilled for electricity in April, it said in a statement on Monday.
The directive follows multiple customer complaints over estimated billing practices by the company, formerly known as Enugu Electricity Distribution Company (EEDC), the regulator said.
“In line with Section 35 of the Enugu State Electricity Law 2023, the Commission has issued an order to MainPower to refund the affected customers the overbilled units,” the EERC said.
A list of impacted customers has been published on the Commission’s website, and customers who do not receive a refund by the July 2025 billing cycle have been advised to contact the regulator.
The order, signed by EERC Chairman Chijioke Okonkwo and Commissioner for Market Operations Reuben Okoye, threatens a daily fine of 500,000 naira ($330) for non-compliance.
EERC said it began monitoring MainPower’s billing practices in October 2024, shortly after assuming regulatory control in the state from the Nigerian Electricity Regulatory Commission (NERC).
The regulator said it raised concerns with the company in December but received an unsatisfactory response in January. Further violations were flagged in April and May, including “striking similarities” in estimated billing reports for February and March.
MainPower did not respond to the Commission’s latest letter, dated May 6, by the 14-day deadline that expired on May 23, EERC said.
The regulator warned it would enforce its powers under Section 32(5) of the state electricity law, which allows for daily fines for continued breaches.
