Portugal has introduced stricter rules for residence permit applications and renewals as of April 28, 2025; requiring all applicants to submit complete documentation at the time of filing.
The Agency for Integration, Migration and Asylum (AIMA) announced that incomplete applications will no longer be accepted as part of an effort to speed up decisions and reduce the country’s backlog of over 400,000 cases.
These changes took effect on April 28, 2025, and are aimed at improving the efficiency of the permit process and reducing long waiting times. AIMA says the updated approach will help both new applicants and current residents awaiting permit renewals.
All Documents Required at Time of Application
AIMA has made it clear that all applications under Portugal’s Foreigners Act must now be submitted with every required document, TravelBiz cited. Applications that are missing any of the legally defined items will be rejected.
Previously, applicants were sometimes allowed to submit missing paperwork after filing. The new approach is meant to reduce processing delays and simplify decision-making.
Extension for Expired Permits Until June 2025
To support current residents affected by delays, in March, Portugal announced that it had extended the validity of residence permits and visas that expired on or after February 22, 2020. These permits will remain valid until June 30th, 2025.
After that date, individuals must show proof that they have scheduled a renewal appointment to remain legally in the country. AIMA advises affected residents to book appointments well in advance using the available platforms.
Quicker Decisions for Complete Applications
AIMA says that the new process will lead to faster decisions if applications are submitted with all required documents.
By no longer accepting incomplete files, AIMA aims to speed up processing times and reduce the number of pending cases.
Documents Needed for First-Time Applicants
Although the specific requirements vary by type of permit, the most common documents needed include:
- Valid Passport with remaining validity
- Visa, if applicable
- Proof of Financial Means to support living expenses
- Criminal Record Certificate from the home country and other countries of residence (over one year)
- Proof of Accommodation, such as a lease or property document
- Health Insurance valid in Portugal
- Completed Application Form
- Passport-Sized Photographs that meet official specifications

Permit Renewal: Required Documents and Methods
Those renewing their residence permits must also submit:
- Current Residence Permit
- Valid Passport
- Proof of Continued Eligibility, such as ongoing employment, studies, or sufficient income
- Proof of Accommodation
- Portuguese Tax ID (NIF) and tax documents
- Social Security Number (NISS), where applicable
- Criminal Record Certificate in certain cases
- Completed and Signed Application Form
Applying Online or In Person
Renewals can be done online through AIMA’s official portal if the current permit is still valid or expired within the last six months.
In-person renewals are also available at AIMA service desks by booking an appointment through the SIGA platform or sigaApp mobile application. All required documents must be brought to the appointment.
