The Ontario Immigrant Nominee Program (OINP) will launch a new Employer Portal on July 2nd, 2025. This change will make employers, rather than applicants, start the immigration process.
It will affect several immigration streams and make it easier for Ontario employers to hire international workers.
According to Immigration News Canada (INC), the new system is intended to simplify the process for hiring foreign workers, improve administrative efficiency, and better align immigration efforts with Ontario’s labour market needs. The Employer Portal will be used specifically for the OINP’s Employer Job Offer streams, which include the Foreign Worker, International Student, and In-Demand Skills categories.

Key Timeline and Transition Details
A brief suspension of some OINP services will occur in preparation for the new system:
June 20th to July 2nd, 2025: New Expressions of Interest (EOIs) cannot be created for the affected Employer Job Offer streams.
This means that between June 20th and July 2nd, 2025, no one can submit new Expressions of Interest (EOIs) for the Employer Job Offer streams of the Ontario Immigrant Nominee Program (OINP).
In other words, during this time, if you’re applying through one of these streams (like the Foreign Worker, International Student, or In-Demand Skills), you won’t be able to start a new application in the system. This pause is to prepare for the launch of the new Employer Portal.
June 21st–22nd, 2025: All existing EOIs under the affected streams will be automatically withdrawn. Once the portal goes live, applicants must resubmit EOIs through their employers.
June 27th-29th, 2025: The entire OINP system will be temporarily unavailable, including application submission and account access.
July 2nd, 2025: The Employer Portal officially launches. Employers can register and submit job offers, and applicants can begin re-registering EOIs through their employer or a representative.

The Employer Portal introduces several tools for employers managing immigration applications:
Online application management: Employers can submit and manage job offers digitally.
Secure document uploads: Supporting documents can be uploaded directly to the portal.
Real-time communication: Employers can contact the OINP through a secure messaging system.
Auto-fill and tracking features: The system auto-populates fields and offers dashboards for status tracking.
Support for representatives: Employers can add immigration consultants or legal representatives to assist with applications.
Integration with “My Ontario”: Employers can use a single login to access multiple provincial government services.
Impact on Applicants and Streams
The change affects three specific OINP streams:
Foreign Worker Stream: For individuals with a full-time, permanent job offer in a skilled occupation.
International Student Stream: For recent graduates from eligible Ontario institutions with job offers.
In-Demand Skills Stream: For workers in specific high-demand fields such as agriculture and construction.
Applicants using these streams must coordinate with employers after July 2nd, 2025, to re-register their EOIs. EOIs submitted through the new portal will remain valid for 12 months.
