Germany Maintains Opportunity Card Allowing Non-EU Professionals to Enter Without Job Offer in 2026

Germany continues to allow qualified non-EU professionals to enter the country without a prior job offer under the Opportunity Card, also known as the Chancenkarte, a residence permit that enables job searching from within Germany and remains in effect in 2026.

The Opportunity Card is part of Germany’s labour migration policy to fill worker shortages in sectors such as information technology, engineering, healthcare, construction, and technical trades.

The Card is a job-search residence permit that allows eligible applicants to stay in Germany for up to 12 months for the purpose of finding qualified employment. It differs from traditional work visas because applicants do not need a job offer before applying. Cardholders are permitted to work part time for up to 20 hours per week and may take part in job trials lasting up to two weeks per employer.

Once suitable employment is secured, holders of the Opportunity Card may transition to a long-term residence title, including a skilled worker residence permit, an EU Blue Card, or another relevant permit. DAAD cites that in certain cases, the Opportunity Card may be extended for up to two additional years if employment is not immediately converted into another residence status.

Two Routes to Eligibility

Germany provides two legal pathways to qualify for the Opportunity Card. The first applies to applicants whose foreign qualifications are fully recognized in Germany. These applicants are considered recognized skilled workers and can apply without using the points system. Official recognition of a university degree or vocational qualification is required under this route.

The second pathway is a points-based system for applicants whose qualifications are not fully recognized. To qualify, applicants must meet baseline requirements and score at least six points. Points are awarded based on factors such as partial qualification recognition, work experience, language skills, age, prior lawful stay in Germany, and whether a spouse also meets eligibility requirements.

Core Requirements for Applicants

All applicants must meet three baseline conditions:

First, they must hold a recognized university degree or a state-recognized vocational qualification that requires at least two years of full-time training.

Second, applicants must demonstrate either German language skills at A1 level or higher, or English language skills at B2 level or higher.

Third, they must show proof of sufficient financial resources.

For 2026, applicants must demonstrate access to approximately €1,091 per month to cover living expenses. Proof may include a blocked bank account, a formal declaration of commitment from a sponsor in Germany, or income from an approved part-time job that meets the required threshold.

Family Members and Application Process

The Opportunity Card is not a family reunification visa. Spouses may apply at the same time only if they independently meet all eligibility requirements. Children generally join later, after the cardholder secures qualified employment and transitions to a long-term residence permit that allows family reunification.

Applications are typically submitted through Germany’s official consular portal or via a German embassy or consulate, depending on the applicant’s country of residence. Required documents usually include;

A valid passport, qualification certificates, proof of recognition or comparability, language certificates, financial proof, and valid health insurance.

Language certificates are generally expected to be recent, and incomplete documentation may delay processing.
