According to Immigration News Canada (INC), the updates were issued on December 11th and December 22nd, 2025, and are directed at IRCC officers responsible for assessing applications. While the Immigration and Refugee Protection Regulations remain unchanged, the instructions clarify how officers must apply existing rules, which directly affects student timelines, status management, and work permit eligibility.
Updated Study Permit Validity for Pathway Programs
On December 22nd, 2025, IRCC updated its guidance on study permits issued for prerequisite or pathway programs. Under the revised instructions, study permits for these programs are now issued for the length of the program plus 90 days. Previously, permits were often issued with an additional one-year validity period.
The change falls in line with regulatory amendments that came into force in November 2024 but had not been fully reflected in operational guidance until late 2025. The 90-day period is intended to allow students to apply for a new study permit, change status, or leave Canada after completing the prerequisite program.
Programs affected include English as a Second Language, French as a Second Language, academic upgrading, conditional admission pathways, and other preparatory programs required before entering a main academic program.
Impact on Students Transitioning to Main Programs
Students moving from a prerequisite program to a diploma or degree program now have a shorter transition window. Within 90 days, students must obtain a new letter of acceptance, apply for a study permit extension, and submit a complete application. Maintained status applies only if an application is submitted before the permit expires.
Failure to meet these deadlines may result in loss of status. Students relying on earlier guidance that allowed longer post-completion periods may now face compliance risks if applications are delayed.
Clarifications to PGWP Eligibility Rules

Final Academic Session Defined
IRCC clarified that a final academic session is the last period required to complete program requirements. Reduced course loads during this session are permitted if allowed by the institution, provided the student maintained full-time status for the rest of the program.
