Canada Issues 1,000 Invitations in Latest Express Entry Round for Permanent Residency

Immigration, Refugees and Citizenship Canada (IRCC) has issued 1,000 Invitations to Apply (ITAs) for permanent residency through the Express Entry system in its latest round of invitations.

This draw specifically targeted candidates with eligible work experience in education-related occupations, marking the first use of the newly introduced category-based selection for this sector.

According to Immigration News Canada (INC), the draw took place on May 1st, 2025, and required a minimum Comprehensive Ranking System (CRS) score of 479.

A tie-breaking rule was applied for profiles submitted before August 10th, 2024.
The “tie-breaking rule” in Express Entry is used when multiple candidates have the same Comprehensive Ranking System (CRS) score at the cutoff point.

In this draw, Canada said the cutoff score was 479, so if more than one candidate had a score of 479, only those who submitted their Express Entry profile before August 10th, 2024, were issued Invitations to Apply (ITAs).

Focus on Education Occupations in Express Entry Draw

The May 1st draw focused on candidates working in specific education-related roles under the 2021 National Occupation Classification (NOC) system. Occupations included were:
Elementary and secondary school teacher assistants (NOC 43100, TEER 3)

  • Instructors of persons with disabilities (NOC 42203, TEER 2)
  • Early childhood educators and assistants (NOC 42202, TEER 2)
  • Elementary school and kindergarten teachers (NOC 41221, TEER 1)
  • Secondary school teachers (NOC 41220, TEER 1)

All 1,000 invitations in this draw were issued to candidates who had qualifying experience in these roles and met the CRS cutoff.

Current CRS Score Distribution in the Express Entry Pool

There are 246,673 candidates currently in the Express Entry pool. The largest concentration of candidates, 72,523, has CRS scores between 451 and 500. This group includes:

  • 12,291 candidates with scores from 491–500
  • 12,544 from 481–490
  • 16,411 from 471–480
  • 16,313 from 461–470
  • 14,964 from 451–460

Another 68,267 candidates hold scores between 401 and 450, and 53,640 fall within the 351–400 range. Only 416 candidates have scores between 601 and 1200, typically possible through provincial nominations or other high-value factors.

CRS Changes: Job Offer Points Removed

In a change implemented in March 2025, IRCC removed CRS points awarded for job offers. Previously, a valid job offer could add 50 to 200 points to a candidate’s score. The removal of these points has shifted the emphasis to other factors such as education, language proficiency, and work experience.

This change is expected to affect candidates who had relied on job offers to boost their CRS scores and may provide more equitable access to candidates with strong core human capital factors but no job offer.

Overview of the Express Entry System

Express Entry is the federal system used to manage applications for Canada’s economic immigration programs. Candidates create an online profile and receive a CRS score based on factors like age, education, work experience, and language proficiency. Additional points may be earned through factors such as French-language skills or a provincial nomination.

IRCC conducts draws regularly to invite top-ranked candidates to apply for permanent residency. Invited applicants have 60 days to submit their application, with most files processed within six months.

Strategies for Increasing CRS Score

For candidates not selected in the May 1st draw, there are several methods to improve their CRS scores in preparation for future invitations:

  • Retaking language proficiency tests (IELTS, CELPIP, TEF) to improve scores
  • Earning additional work experience in a skilled occupation
  • Completing higher levels of education and obtaining an Educational Credential Assessment (ECA) if required
  • Acquiring or improving French-language skills
  • Pursuing a provincial nomination, which adds 600 points to the CRS score

These steps can significantly enhance a candidate’s standing in the Express Entry pool and increase their likelihood of receiving an invitation in future draws.
