Governments around the world are expanding efforts to attract international students through new education policies, visa reforms, and scholarships.

As traditional destinations tighten immigration rules, emerging study hubs are positioning themselves as competitive alternatives.

Below is a list of countries actively recruiting international students in 2025.

1. South Korea: Targeting 300,000 Students by 2027

South Korea’s Study Korea 300K Project has introduced several changes to support international students. According to ICEF Monitor, these modifications consist of;

  • More Part-Time Work Hours
  • Language and bachelor’s students: up to 25 hours/week (was 20)
  • Master’s and PhD students: up to 35 hours/week
  • Unlimited work allowed on weekends and holidays
  • Lower Visa Financial Requirement
  • Students need to show 20 million won (~US$15,400) for a D-2 visa (was US$20,000)
  • If studying outside Seoul, the requirement is 16 million won
  • Longer Job Search After Graduation (2025)
  • International graduates can stay up to 3 years to find a job (currently 6 months to 2 years max)
  • More Job Options & Longer Stay for Workers (2025)
  • Broader range of jobs will be open to foreign students
  • Job holders may get longer stays in Korea
  • More Scholarships
  • 2,700 scholarships for STEM students (doubled from before)
  • 6,000 scholarships now available for non-STEM fields (was 4,500)
  • Faster Path to Permanent Residency
  • STEM graduates will be fast-tracked
  • Grad/postgrad students can apply for residency after 3 years (was 6 years)

2. Malaysia: 250,000 Student Goal by 2025

Malaysia is becoming more popular among international students due to its affordable education, lower cost of living, amongst other factors listed below:

  • 8 Malaysian universities are ranked in the Top 500 of the QS World University Rankings (2025).
  • Lower Living Costs
  • Living in Malaysia is about two-thirds cheaper than in the US.
  • It’s also about half the cost compared to Canada and Ireland.
  • Affordable Tuition
  • The average yearly tuition for a bachelor’s degree is around US$6,000.
  • All of Malaysia’s Top 10 student source countries in 2023 were from Asia and Africa, Nigeria included, with a makeup of 10%.

3. France: Aiming for 500,000 International Students by 2027

France’s “Choose France” campaign is working toward a target of 500,000 international students.

The country continues to grow as a global destination for international students, though its growth rate is slightly behind the global average. Despite this, France is making progress toward its national goal of hosting 500,000 international students by 2027, as cited by Campus France. Progress consists of:

France now ranks 7th worldwide for international student enrollment. Over the past five years, the number of international students has grown by 21%.

Current Figures:

In the 2023–2024 academic year, France hosted over 430,000 international students, moving closer to its 2027 goal.

From sub-Saharan Africa (+34%)

From Europe (+21%)

This trend supports France’s national strategy, Bienvenue en France, aimed at boosting international education.

Preferred Institutions:

Universities attract 63% of international students.

Business schools account for 15%, and engineering schools 8%, showing increased interest in specialised education.

Top Fields of Study:

Fundamental sciences are the most popular among international students (33%), ahead of humanities, social sciences, and economics.

Diverse Origins:

No single country dominates the student population. Instead, international students come from across the globe:

  • Sub-Saharan Africa: 25%

Campus France’s Director-General, Donatienne Hissard, emphasises the need to attract top global talent and boost competitiveness, stating that international students are a valuable source of talent and global influence for France.

4. Germany: Free Tuition and Post-Study Work Opportunities

Germany now hosts over 400,000 international students and continues to attract more.

  • Public universities charge little or no tuition fees.
  • Students can stay up to 18 months after graduation to find work.
  • Immigration processes are being adjusted to support labour market access.

5. Ireland: Post-Brexit Education Hub

Ireland has increased recruitment efforts, particularly in India and Africa. These efforts include:

  • Simplified visa processes for students
  • Scholarships offered through public and private institutions
  • Graduates may stay in Ireland for up to two years under the Third Level Graduate Scheme

Countries across Asia, Europe, and the Middle East are actively reforming their education and immigration policies to attract more international students. As competition increases, students are weighing study destinations not only by academic reputation but also by visa access, affordability, and job opportunities after graduation.
