Canada speeds up visa processing and exempts graduate students from new enrolment limits

Canada has issued new measures affecting international graduate students, introducing faster study permit processing for doctoral candidates and exemptions from enrolment limits for some advanced degree students.

The changes were announced following a recent federal decision to reduce Canada’s overall foreign student intake.

Immigration, Refugees and Citizenship Canada (IRCC) outlined these updates to clarify how the enrolment limit will apply to students in advanced degree programmes, including those pursuing master’s and doctoral studies.

Expedited Study Permit Processing for Doctoral Students

IRCC stated that study permit applications from doctoral candidates submitted from outside Canada will now be processed within 14 days. The expedited service will also apply to accompanying family members who apply at the same time as the doctoral student.

“Canada recognizes the important contributions doctoral degree students make to Canada’s research ecosystem and innovation agenda, including advancements in critical sectors like health care,” IRCC said.

“Faster processing will make it easier for international doctoral students to pursue their education, research, and post-graduation careers here.”

This measure is intended to make Canadian universities more competitive in attracting research-focused international talent.

Exemptions from Enrolment limit for Graduate Students at Public Institutions

Starting in January 2026, students enrolling in master’s and doctoral programmes at public designated learning institutions (DLIs) will be exempt from the new foreign enrolment cap. As a result, these students will no longer need a provincial or territorial attestation letter (PAL or TAL) as part of their study permit applications.

However, IRCC clarified that students enrolling in advanced degree programmes at private DLIs will still be subject to the cap and must provide an attestation letter. These students will be counted toward each province’s overall allocation under the cap.

This distinction means that data comparisons between 2025 and 2026 will be more complex, as graduate enrolments at public universities will fall outside the cap limits.

Graduate Students’ Share in Canada’s International Education Sector

Icef Monitor reveals that Graduate students represent a smaller portion of Canada’s total international enrolment. In 2023, master’s and doctoral students accounted for about 10% of approved study permits—roughly 53,000 permits. Statistics Canada data from the 2022–23 academic year indicate that about 65,000 international students were enrolled in advanced degree programmes that year.

Based on current projections, Canada could host an additional 30,000 to 50,000 graduate students in 2026, on top of the cap of 155,000 new study permits. This could mean that the overall reduction in Canada’s international student intake might range between 30% and 41%, rather than the previously estimated 49%.

Structural Shift Toward Graduate-Level Recruitment

Reports inform that an IRCC backgrounder revealed that Canada aims to “expand faster processing and streamline the application process” to compete more effectively for global research talent.

IRCC has also launched an online resource for graduate students outlining these new measures, including expedited permit processing for doctoral candidates and the 2026 cap exemption for graduate students at public institutions.
