Canada Invites 511 Candidates for Permanent Residency Through Express Entry Draw

Immigration, Refugees, and Citizenship Canada (IRCC) invited 511 candidates to apply for permanent residency through its Express Entry system under a Provincial Nominee Program (PNP)-specific draw on May 12th, 2025.

The minimum Comprehensive Ranking System (CRS) score required for selection was 706.

According to Immigration News Canada (INC), this was the third permanent residency Express Entry draw of May 2025. The round focused exclusively on candidates who had received a provincial nomination, which automatically adds 600 points to their base CRS scores. As a result, most invitees had a pre-nomination score of 106 or higher.

Details of the Express Entry Draw

The draw was based on the Provincial Nominee Program category. Candidates with a CRS score of at least 706 received Invitations to Apply (ITAs). IRCC applied the tie-breaking rule to profiles submitted before March 4th, 2025, meaning earlier submissions at the same score were prioritised.

The minimum CRS cutoff of 706 shows the influence of provincial nominations on candidate rankings. This score remains higher than those seen in recent general or category-based draws.

CRS Score Distribution in the Pool

IRCC also released data on the distribution of CRS scores among all candidates in the Express Entry pool as of May 12, 2025:

  • 601–1200: 513 candidates
  • 501–600: 22,316 candidates
  • 451–500: 73,582 candidates
  • 401–450: 69,467 candidates
  • 351–400: 53,598 candidates
  • 301–350: 22,051 candidates
  • 0–300: 8,442 candidates

Within the 451–500 range, the largest segments included:

  • 471–480: 16,612 candidates
  • 461–470: 16,663 candidates
  • 481–490: 12,663 candidates

These figures show a high volume of applicants in mid-range CRS categories, which increases competition for each draw.

How Express Entry Selections Are Made

The Express Entry system manages applications for three federal immigration programs: the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trades Program.

Each round follows a standard procedure:

  1. IRCC selects the type of draw: general, program-specific, or category-based.
  2. A set number of invitations is issued.
  3. Candidates are ranked based on their CRS score.
  4. ITAs are sent to the top-ranking candidates, who have 60 days to submit an application.

Several factors influence the outcome of each round, including annual immigration targets, labour market demands, and the volume of candidates in the pool.

Next Steps for Invited Candidates

After receiving an ITA, candidates must complete the following steps:

  • Gather documents such as proof of education, language proficiency, and police clearance.
  • Pay the required application fee (CAD 1,525 per adult).
  • Submit a permanent residency application through the IRCC online portal.

Processing time for Express Entry applications is generally six months or less.

Improving Prospects for Future Draws

Candidates who did not receive an ITA in this draw can consider several ways to improve their profile:

  • Increase language test scores.
  • Gain additional work experience.
  • Pursue further education.
  • Obtain a provincial nomination for a 600-point CRS boost.

IRCC advises candidates to keep their profiles updated and to avoid common errors such as submitting incomplete documentation or missing eligibility updates.
