Russia will introduce a new skilled visa starting April 15th, 2026, aimed at foreign professionals with experience in fields such as science, business, education, culture, sports, and manufacturing. The visa is meant to attract skilled workers to meet labour needs and offers options for temporary or permanent residency.
The new Skilled Visa is part of Russia’s goal to address workforce shortages and simplify entry and residency procedures for qualified foreign nationals seeking employment and long-term settlement.
Purpose and Scope of the Skilled Visa
TravelBiz cites that Russian authorities have identified gaps in several sectors of the economy, particularly in manufacturing, which is estimated to require about 800,000 additional workers. The Skilled Visa is intended to support sectors including science and research, industry and manufacturing, business and finance, education, culture, creative arts, and sports.
The visa is open to professionals such as engineers, researchers, teachers, academics, business specialists, artists, and athletes. Applicants are not required to meet Russian language proficiency standards, which were previously part of residency requirements.
Residency Options and Processing Time
The Skilled Visa offers two pathways. Applicants may choose a three-year temporary residency or apply directly for permanent residency. Russian authorities have stated that residency applications under this program must be processed within 30 days.
This processing timeline applies after the applicant enters Russia and submits the required residency application. During this period, applicants are permitted to begin employment without applying for a separate work permit.
Application Procedure and Entry Process
The application process is divided into two stages. In the first stage, applicants submit an application through an online portal operated by Russian authorities. There is no requirement to visit a Russian embassy at this stage. If approved, the clearance remains valid for one year.
In the second stage, applicants submit the required documents to a designated Russian agency from their home country. This step does not require an in-person visit. Once approved, applicants receive a one-year business visa, which allows them to enter Russia.
After arrival, applicants may apply for either temporary or permanent residency. Authorities are required to issue a decision within 30 days of submission.
Family Provisions and Policy Conditions
Holders of the Skilled Visa are permitted to work immediately upon arrival in Russia. Family members are also allowed to reside in Russia and take up employment without submitting separate work permit applications.
The Skilled Visa does not have quota limits, and there are no language testing requirements. These conditions apply equally across eligible professions.
The Skilled Visa establishes a defined structure for foreign professionals seeking employment and residency in Russia, with set timelines, eligibility criteria, and procedural steps.
