Canada Grants 2,500 Healthcare-Focused PR Invitations in Express Entry Draw

Immigration, Refugees, and Citizenship Canada (IRCC) on August 19th, 2025, issued 2,500 Invitations to Apply (ITAs) for permanent residency (PR) under the Express Entry system.

This category-based draw specifically targeted candidates working in 37 healthcare and social services occupations, with a minimum Comprehensive Ranking System (CRS) score requirement of 470.

According to Immigration News Canada, this is the second-largest healthcare and social services Express Entry draw held in 2025, which shows a continuing trend by IRCC to prioritise skilled workers in essential service sectors.

Details of the August 19th Express Entry Draw

This round of invitations focused on healthcare and social services occupations under the “Version 2” classification. The minimum CRS score required to receive an invitation was 470.

Reports cite that a total of 2,500 invitations were issued in this draw, making it one of the largest healthcare-focused draws of 2025. Hence, a tie-breaking rule was used to select candidates who submitted their profiles on or before April 23rd, 2025, giving priority to earlier applicants with the same CRS score.

This draw, as stated, is part of IRCC’s efforts to bring in more healthcare workers to meet Canada’s labour needs. It comes after a larger draw on July 22nd, 2025, which invited 4,000 candidates with a higher cut-off score of 475. By comparison, smaller draws like the Canadian Experience Class draw on May 13th invited only 500 candidates, but required a much higher score of 547.

CRS Score Distribution in the Express Entry Pool

As of August 17th, 2025, the Express Entry pool included a total of 254,113 candidates.

Among them:

  • 188 candidates had a CRS score between 601 and 1200.
  • 22,930 candidates were in the 501 to 600 range.
  • 75,011 candidates had scores between 451 and 500.
  • 73,920 were in the 401 to 450 range.
  • 53,461 candidates had CRS scores between 351 and 400.
  • 20,424 were in the 301 to 350 range.
  • 8,179 candidates had scores below 300.

This highlights the competitiveness of the 451–500 range, which contains the largest group of candidates in the pool.

Historical Overview of Healthcare-Based Draws

Since the introduction of category-based Express Entry draws in 2023, IRCC has conducted ten healthcare-focused draws. These draws are split between two classifications: “Version 1” for healthcare occupations and “Version 2” for healthcare and social services occupations combined.

The most recent draw, held on August 19th, 2025, invited 2,500 candidates with a minimum CRS score of 470. This was part of the “Version 2” category and marked the second-largest healthcare draw of 2025.

Earlier in the same year, on July 22nd, 2025, a larger draw issued 4,000 invitations to candidates with a slightly higher minimum CRS score of 475. Two other draws in 2025 under this version took place on June 4th and May 2nd, each inviting 500 candidates with higher CRS thresholds of 504 and 510, respectively.

Looking back at 2024, there were two draws under “Version 1.” On February 14th, IRCC invited 3,500 applicants with a low CRS cut-off of 422. Another draw on July 5th issued 3,750 invitations with a CRS minimum of 445.

In 2023, there were four healthcare-only draws. On October 26th, 3,600 candidates were invited with a CRS cut-off of 431, and on November 20th, 3,000 candidates were invited with a score of 463. Two smaller draws occurred earlier: 1,500 invitations were issued on July 6th at a score of 463, and 500 invitations were issued on June 28th with a high CRS requirement of 476.

In total, these ten draws have issued 23,350 Invitations to Apply under the healthcare-focused category draws since 2023. The variation in CRS score thresholds and the number of invitations reflects IRCC’s changing strategy to meet specific labour market needs, especially in Canada’s healthcare and social service sectors.

Next Steps and Expectations

IRCC typically holds multiple draws in a single week. Given that this draw occurred on a Tuesday, additional rounds may take place later this week. Candidates are encouraged to monitor official updates.

Express Entry remains a key pathway to Canadian permanent residency, particularly for those in high-demand fields. Those who received ITAs on August 19th now have 60 days to submit their complete permanent residency applications.
