This action is part of an enforcement policy directed at tightening immigration controls and increasing scrutiny of foreign nationals studying in the United States.

According to BBC News, the State Department confirmed that the majority of the visa revocations were due to criminal activity or actions deemed threats under U.S. law. These include offences such as assault, driving under the influence (DUI), burglary, and activities categorised under support for terrorism.

Visa Revocations Linked to Legal and Security Concerns

Of the revoked visas, approximately 4,000 were rescinded due to violations of U.S. law. An additional 200 to 300 were revoked under the Immigration and Nationality Act (INA) Section 3B, which refers to “terrorist activity” and includes actions that endanger human life or break U.S. law.

The State Department did not provide specific examples of what constituted “support for terrorism,” but according to reports, officials pointed to cases where students had been involved in protests or statements that were interpreted as expressing hostility toward the U.S. or its allies.

Furthermore, in recent months, some students who have voiced support for Palestine have faced visa scrutiny. The administration stated that certain protests were being reviewed for connections to anti-Semitic conduct or broader threats to public safety.

Policy Shifts Under Trump Administration

This action follows a series of changes made by the Trump administration that affect international students. Earlier in 2025, the government temporarily paused student visa appointments. When appointments resumed in June, new screening procedures were introduced.

Applicants are now required to make their social media accounts public for inspection. Visa officers are instructed to look for content that suggests hostility toward the U.S., including its culture, citizens, institutions, and founding principles.

In addition, State Department staff have been told to screen for support of foreign terrorist groups or individuals who engage in unlawful or anti-Semitic behaviour. These measures are part of a review process for all visa categories, including student visas.

Speaking before U.S. lawmakers on May 20th, Secretary of State Marco Rubio said, “We probably have more to do. We’re going to continue to revoke the visas of people who are here as guests and are disrupting our higher education facilities.”

Concerns Over Due Process and Academic Impact

The revocation of thousands of student visas has raised concerns among education officials and political leaders. Some Democratic lawmakers have criticised the approach, saying it undermines due process and may target students unfairly based on political expression.

More than 1.1 million international students were enrolled in U.S. colleges during the 2023–2024 academic year, according to Open Doors, a group that tracks data on foreign students. These students came from over 210 countries and contributed to academic programs and the U.S. economy.

Critics of the visa policy argue that broad definitions of “support for terrorism” and increased monitoring of political speech risk discouraging academic freedom and international collaboration.

While the State Department has noted national security, education groups have called for more transparency in how visa decisions are made, the government has not yet released detailed data on the nationalities or institutions affected by the revocations.

Future Visa Policy Unclear

It is not yet known whether additional student visas will be revoked or how long the current policies will remain in place. The State Department has indicated that visa enforcement efforts will continue, especially in cases involving legal violations or national security concerns.

Students and institutions are being advised to stay informed of updates to visa rules and application requirements, including the continued use of social media screening and background checks.
